Regina was previously the seat of federal government of the North-West Territories, of which the existing provinces of Saskatchewan and Alberta initially formed part, and of the District of Assiniboia. The website was previously called Wascana ("Buffalo Bones" in Cree), however was relabelled to Regina (Latin for "Queen") in 1882 in honour of Queen Victoria.

Unlike other organized cities in the Canadian West, on its treeless flat plain Regina has couple of topographical functions other than the small spring run-off, Wascana Creek. Early planners benefited from such chance by damming the creek to develop an ornamental lake to the south of the main downtown with a dam a block and a half west of the later intricate 260-metre (850 feet) long Albert Street Bridge throughout the new lake.
